It is not without humor that a post published recently on the ASLIC Facebook account and sent, by mail, many of you are attacking the A3C in order to denigrate it and above all to evade any responsibility for the current situation that ASLIC is going through and the deleterious climate that prevails in La Coudalère.
We find, by the way, that the distribution by post of a text not signed by ASLIC says a lot about the propagandistic methods of the leaders of ASLIC who do not hesitate to have the publication and dissemination of their profession of faith financed by all the members of ASLIC. They will certainly have the nerve to make A3C responsible one day....
Since we are assimilated to a herd of ruminants, we will at least agree with Monsieur le Loup: the 1249 sheep of La Coudalère no longer want to be mowed when it comes to financing ASLIC’s activities and endorsing its decisions! But we can only recommend the great canid to learn to read and count before engaging in a diatribe as rude as useless.
No, Mr. Loup, the 2025 forecast budget was not prepared and validated by the Union but prepared by the sole director of ASLIC without any consultation with delegates to such an extent that many errors were identified in the meeting on GA day.
No Mr Wolf, the A3C does not seek to take any power because it is not in this authoritarian posture in which you indulge and which entrusts the control of the ASLIC to only 2 people!
No Mr Loup, the 2023 accounts of ASLIC were not rejected by 5 people but by 5720 votes out of 10 240 present or represented, that is 55.86% of the owners (PV ASLIC of the AG of 18/06/2024)! What was your response to this refusal? NONE! No Mr Wolf, contrary to what you write, you never wanted to return to the owners the 192 470.30 € of unjustified provisions that your accountant would have had to reinstate on 31/12/2023 in order to be able to be returned in 2024. Read more about your minutes of the general meeting of 18/06/2024 and especially its item number 9: RECOVERY OF UNALLOCATED PROVISIONS: “The general meeting decides to take over the unallocated provisions for an amount of €192,470.30 and allocate them to the reserve fund. As the 2023 accounts have not been approved, it is not possible to vote on this resolution.”

As for your pseudo-mathematical demonstration that would prove that ASLIC contributions have only slightly increased over the past decade, owners who do so no longer believe in this kind of nonsense. By concealing certain expenses from your calculations (such as the expenses for communal and sports facilities, the operating costs of the pool...) you artificially reduce the increase in contributions. Finally, it should be noted that the financial report of the former director of ASLIC indicated that the increase in expenses was only 9.74% over the period 2011-2023. We see that in the year 2024 alone, contributions increased significantly by 2.51%, far from the figures you announced in another study and which concluded to an annual increase of only 1.02% or 12.25% between 2011 and 2014. Whether you like it or not, YES the contributions of the ASLIC are at an unacceptable level compared to the services rendered to the owners and they are always more numerous to complain!
We stop here the many untruths you state to exonerate yourself from any responsibility in the bad relations between ASLIC and the Owners.
Many owners have alerted ASLIC to their feelings, which have been ignored for too long. The president of ASLIC was certainly more concerned with preserving his travel expenses than measuring the dissatisfaction of ASLIC members. And it is not your latest announcements as clumsy as useless to «repair» the ASLIC that will change anything a few months from the vote that will designate the next Union of the ASLIC.
And since you are referring to it, Monsieur le Loup, know 2 things that the A3C strongly wants to remind you:
the Amicale has no claim to obtain any «power». The A3C is made up of owners from all walks of life and unlike you, it does not have a vision for managing ASLIC in terms of “power” but in service to the community of its members. If you claim otherwise, you are lying!
What matters is to change the governance of ASLIC and its management of spaces and public facilities in La Coudalère. It does not matter those who do so, provided that they are motivated, competent and dedicated in their voluntary work. If tomorrow the current leaders of ASLIC meet these 3 criteria they would immediately benefit from the support of A3C. In the opposite case, a new team of managers must meet the expectations of owners
Owners have suggested some ways to improve the governance and operation of ASLIC:
rewriting of the statutes (separation of the functions of President and Accountant, formal creation of a volunteer treasurer position, formal creation of a volunteer auditor position independent from ASLIC’s management, participation and direct voting rights of ASLIC members (owners) to the AG and election of delegates by the owners in co-ownership AG, predominance of the Union and elected delegates (sensitized to financial and real estate management on the director and president)
Establishment of a true ASLIC rules of procedure which will be submitted for the approval of all its members. The rules of procedure will specify and complete the points important which are not contained in the statutes (reimbursement of expenses to volunteers, possibility given to ASLIC to call cash advances as provided for by article 35 of Decree n°67-223 of 17 March 1967, etc...)
Updating the burden-sharing key and revising the mode of representation of co-ownership in order to take into account a fair distribution of contributions and voting rights (currently the charges are distributed on criteria which are not in accordance with the ASLIC Statutes)
refocus the ASLIC on its main missions: maintenance of common areas, management of sports facilities, security, multi-year program to beautify the site by landscaping green spaces and redevelopment of water banks, refocusing the security mission with the qualification of sworn guards, the installation of cameras and a security station available 24/24
renovate ASLIC’s finances (transparent presentation of all ASLIC’s accounts and of its budgets, accounting regularisations in order to bring ASLIC’s accounts into line with its activities (advances, provisions, market transactions), charges by refraining from any transaction aimed at retaining excess of expenses paid by the owners, implementation of a real forced collection action with staff trained and a more responsive organization to defaulters' defaults and collection of unpaid bills)
rationalisation of expenditure and contributions called (multi-annual plan for savings on certain expenses, return of financial surpluses to owners (unjustified provisions, unnecessary reserves)
consultation and information of owners (above a certain threshold, owners must be systematically consulted before committing an expense, ASLIC members must be regularly and transparently informed of the management and decisions taken on their behalf)
The A3C will defend pluralism, democracy and transparency within the Coudalère. We trust the 1,249 owners to judge what is good for their interests. We will refrain from infantilizing them by giving them voting instructions and other calls to vigilance!
On June 5, everyone will choose the status quo or change at ASLIC!
