WE MUST CHANGE THE ASLIC
It is not a question of answering the anonymous wolf who gloats about discrediting the A3C on social networks by rependant lies and insults in order to hide his responsibilities in the case that concerns many owners of the Coudalère: what future for the ASLIC?
The A3C is an association legally constituted and governed by the law of 1 July 1901, which recognises the right to form associations and the freedom to inform and criticize in accordance with the law.
Please some, the A3C which brings together several hundred owners on the site of La Coudalère is their voice and contributes to make a dissatisfaction heard that no one can ignore! Whether in the management of the site, its operation or its governance, ASLIC no longer meets the expectations of a large part of its members. Not to recognize this is being blind. To consider this as an attack is not doing ASLIC a favor, which should listen rather than ignore. Finally think that looking for margins of improvement in the ASLIC comes from a coup d'état it is childish and counter-productive!
Aujourd'hui des propriétaires, lassés par l'incapacité des dirigeants de l'ASLIC à changer quoi que ce soit dans leur gestion, ont décidé de mettre sur la table quelques principes et propositions visant à améliorer la gestion du site de la Coudalère. Ces propriétaires appellent l'ensemble des membres de l'ASLIC à y réfléchir, à donner leur avis et à débattre. Une idée simple et essentielle : Remettre les propriétaires au centre de l'ASLIC !
This principle is based on the following three requirements:
Give the owners a chance to speak
need for transparency
refocus the operation of ASLIC on its core activities
1/ give voice to the owners
- direct election of the Union delegates by the owners and no longer by the representatives in AG. Delegates must be the representatives of condominiums at ASLIC and not vice versa
- any expenditure exceeding a certain amount (investment, major works, etc...) must be discussed and voted in the general meeting. Other expenses are to be decided by the delegates only with lower commitments delegated to the president and director
- direct participation of the owners and member in the general assembly of ASLIC (use of modern means of voting as is done in other important organizations)
- each co-ownership will have to be represented in the Syndicate (this is currently not the case)
- access to clear and precise information on the finances, budgets, operating costs and investments of ASLIC (everyone must know what they pay and how their contributions are used)
- the ASLIC AG becomes the decision-making body again. All important decisions are submitted to it
- quarterly activity report and analysis of the progress of budgets made known to all (delegates and ASLIC members)
2/ more transparency
- access to clear and accurate information on ASLIC’s finances, budgets, operating costs and investments (everyone must know what they pay and how their contributions are used)
- elimination of the cumulation of the functions of president and accountant of ASLIC
- creation of an independent auditor’s position (currently the position is not provided for in the statutes and the function is performed by a delegate...)
- production of documentation and information necessary for the delegates before any decision at the meetings of the Union as well as to all owners before the general assembly of ASLIC
- implementation of a real internal regulation of ASLIC that brings to the knowledge of all owners all the rules in force and which are not recorded in the statutes (terms and conditions for reimbursement of expenses to volunteers, amount of delegations granted to the President and the Director, implementation of real cash advances that are repayable instead of financial reserves held by ASLIC and never returned to owners etc...)
- clarification on the rules of distribution of contributions used by ASLIC
- present annually and more clearly to members the budgets called
- make adjustments to expenses and refrain from any operation aimed at retaining, by means other than accounting means, the excess expenses paid by the owners
- implement a real forced recovery policy with trained staff (role of the lawyer) and an organization more reactive to failures
- implementation of a multi-year savings plan (personnel expenses, operating costs, revision of contracts etc...)
- questioning of current practices at ASLIC, likely to increase wage costs (we have recently been informed of such practices that are in use at ASLIC and that grant financial benefits to employees who go beyond the legal conventions
3/ refocus ASLIC activities
- refocus the ASLIC on its main missions (maintenance of common areas, management of sports facilities, security, site beautification etc...). The ASLIC is not a holiday club and must not carry out missions that go beyond what the order n° 2004-632 of 1 July 2004 authorizes it to do (such as services, animation, sales, rentals, tourist promotion etc...)
- simple suppression of any commercial activity of ASLIC: the owners do not have to pay twice for a service or property (once in charges and another time as user of the good or service). If necessary, these operations must be outsourced.
- transfer of the animation activity to a dedicated association representing all ASLIC members (partnership, financing and control modalities to be defined and made public)
- refocusing the security pole with the staffing of sworn guards, installation of cameras and a mini security station available 24/24 h
- multi-year site beautification program through green space development and waterfront redevelopment

The important thing is that a team of motivated and competent volunteers are mobilized to work and act under the control of the owners!
