CHANGE ASLIC: for more transparency and better governance
In a previous publication, we told you about the approach taken by a group of owners who, tired of inadequate management and an opaque operation of ASLIC, wish to promote a real change of course.
These owners have mobilized to propose concrete ways of improvement and today call on all ASLIC members to reflect and come together to breathe new life – and especially a new direction – to ASLIC and La Coudalère.
After sharing our proposals on listening to and expressing these members, we present today our ideas for improving transparency in the functioning and governance of ASLIC.
Our proposals for more transparent ASLIC:
Stop the pursuit of profit in services rendered to homeowners. Owners finance ASLIC facilities and should not have to pay for their use. ASLIC is not intended to generate profits, especially when these do not translate into a reduction in charges, but simply feed unreturned provisions (swimming pool, tennis, etc.).
Provide clear and accessible information on ASLIC’s finances: budgets, operating expenses, investments, burden sharing. Everyone needs to know what they pay and how their contributions are used.
Distinguer explicitement les budgets de fonctionnement, d’entretien et d’investissement.
Supprimer le cumul des fonctions de président et de comptable, pour garantir une séparation claire des responsabilités et renforcer la confiance.
Créer un poste de vérificateur aux comptes indépendant. Ce rôle est aujourd’hui exercé par un délégué, sans base statutaire.
Fournir aux délégués une documentation complète avant toute réunion du Syndicat, et aux propriétaires une information détaillée avant chaque assemblée générale. Trop de décisions sont prises sans éléments concrets préalables.
Put in place a real ASLIC internal regulation, making public all the rules of operation not provided for in the statutes:
Terms and conditions for reimbursement of expenses to volunteers,
Amounts delegated to the President and Director,
Mechanisms for cash advances that are actually repayable (replacing reserves that have never been returned).
Clarify the rules for allocating contributions, which are often unclear or poorly explained.
Present the called budgets in a more readable and understandable way for all.
Make a real adjustment of the expenses, and eliminate any method to keep surpluses by non-accounting means.
Implement an effective policy for the recovery of outstanding payments, with better trained staff and a more responsive organization in the face of failures.
Develop a multi-year savings plan: reduction of personnel costs, rationalization of operating costs, revision of contracts, etc.
Launch an investment plan to revalue the Coudalère: greening, cleaning, rehabilitation of spaces... in partnership with the town hall, through a new convention actually followed.
Review certain internal ASLIC practices, including those that result in an unjustified increase in wage costs (financial benefits granted to employees beyond the legal agreements have recently been reported to us).
